Rawlins County commissioners approve routine contracts, personnel raises and appointments

The Rawlins County Board of Commissioners approved a series of routine administrative and personnel actions during its Feb. 14, 2025, regular meeting. Commissioners Alan A. Solko and Mark Mosley voted to accept motions on procurement, payroll and appointments; all motions were recorded as carried in the minutes.
The most immediate approvals included a subscription to eFax Corporation to convert seven analog fax lines to an electronic service at $132.93 per month. Matt Wilson (Reach) presented the quote; Commissioner Solko moved to approve the subscription and Commissioner Mosley seconded. The motion carried.
County Clerk Rachel Finley requested a 3% pay increase for Noxious Weed Director Bob Simminger and the board approved the raise and a transfer of funds from commodities to cover the increase. The board also approved hiring Robert Brown, the husband of employee Stacey Mentlick, as contract labor for periodic courthouse maintenance at $15.00 per hour, contingent on Brown signing a liability waiver, after discussion with County Attorney Chris Rohr.
The board approved routine minutes (Jan. 23 and Jan. 31), an abatement from the appraiser’s office and appointed Jared Holste as Union Township Trustee. Commissioner Mosley moved to reappoint County Clerk Rachel Finley to represent Rawlins County on the Rawlins County Economic Development Board; Commissioner Solko seconded and the motion carried.
The minutes record each motion as "carried" but do not provide roll-call vote tallies. The board moved some administrative scheduling items — notably rescheduling the next regular meeting to Monday, March 3, 2025 — to allow County Attorney Rohr to attend. County offices will be closed Monday, Feb. 17, 2025, for Presidents Day.
