Ford County approves major 2026 road work, awards $441,099 bridge rehab contract

Ford County commissioners on Feb. 2 approved key steps in the county's 2026 road and bridge program, including an engineering services agreement for Hot-Mix Asphalt (HMA) overlay planning and a $441,099.38 contract award for bridge deck repair.
Ford County Engineer Jon Halbgewachs told the board that APAC's previously accepted base bid and both add alternates for the county's 2026 HMA overlay total $3,763,744.75, and he presented an engineering agreement for inspection and materials testing services associated with that work. The board voted to approve the engineering agreement 3-0.
Halbgewachs also presented bids received for the Ford County FAS 220 deck rehabilitation project. Bids were: PCI Roads LLC, $441,099.38; PBX Corp. and Subsidiary, $460,143.31; and Louis-Company, $628,784.67. The engineer recommended PCI Roads LLC, and the board approved awarding the contract to PCI Roads LLC for $441,099.38 on a 3-0 vote.
The engineer reviewed other projects in the county program: completion of punch-list items on the 113 Road resurfacing (with a one-year performance warranty), planned geotechnical drilling to support reclamation on 113 Road from US-50 north to Garnett Road, the planned spring 2026 start for the Pioneer Creek Wind Farm construction (NextEra), and monitoring work tied to Boot Hill Solar's cleanup and haul-route obligations. Halbgewachs said he plans to solicit contractor bids for Bridge OS 101 to present at the March meeting, will re-submit Bridge OS 50 for KDOT funding, and has met with landowners on OS Bridge 31 reconstruction and alignment.
The engineer reported county legal staff is working on a Road Use Maintenance Agreement related to the Stellar Forge data center project on 126 Road north of Spearville.
The board took the actions without recorded opposition; all motions carried 3-0. The county will present related inspection and materials-testing documents and contractor bid results at upcoming meetings as projects move into procurement and construction phases.
