County commits to work with Washington County Schools and Schneider Electric on energy performance project

The Washington County Board of Commissioners unanimously approved a motion on Oct. 5 to commit the county to working with Washington County Schools and Schneider Electric on an energy performance contract and asked that a resolution be returned in early 2020-21.
Graham Lewis, program manager for Schneider Electric, presented the firm’s energy performance program and answered questions about approvals and process. Chair Phelps characterized the Board’s role as a commitment to the program, with a future board adopting a formal resolution in 2021. County Manager Potter confirmed that the Local Government Commission has approved similar performance contracts and that the county does not need additional legislative approval for this form of contracting.
Commissioner Sexton moved that Washington County commit to working with WCS and Schneider Electric on the project and that a resolution be prepared for early 2020-21; Commissioner Walker seconded and the motion carried 4-0.
Why it matters: Energy performance contracts can reduce utility costs through capital upgrades funded by future energy savings; the Board’s commitment allows staff and the school district to move forward with technical work and future formal approvals.
What’s next: Staff will prepare necessary documentation and return a resolution to the Board in early 2021 as part of the standard approval process.
