PLYMOUTH, N.C. — The Washington County Board of Commissioners on Oct. 26 recognized four county employees who retired in 2020.
Chair D. Cole Phelps presented certificates of appreciation to Gene Biggs of the Sheriff’s Department and to three Department of Social Services employees: Francine Hines (service years listed 1979–2020), Zina Rhodes (2009–2020) and Lynnette Collins (2015–2020). The certificates listed each employee’s role and years of service.
The board paused regular business for the presentations; no public comment was recorded during the recognition portion. The meeting continued with a compensation update and other agenda items and adjourned at 6:35 PM.
