Washington County approves $400,000 Agape clinic grant, adopts compensation study and awards $3,500 manager bonus

The Washington County Board of Commissioners on Nov. 2 unanimously approved a resolution to accept approximately $400,000 in state building reuse grant funds for construction of an Agape Health Services clinic in Plymouth, adopted an amended compensation plan that the county says will not reduce any employee salaries, and approved a one-time $3,500 bonus for County Manager/County Attorney Curtis Potter.
County Manager/County Attorney Curtis Potter presented Resolution 2020-028, which the board approved by a unanimous vote. Potter told commissioners he had been unable to reach the state office to confirm the timing of the award and said he "hopes to only have to run the $400,000 through our budget not the $800,000." The resolution authorizes county leaders to execute the grant documents and use the funds for expenditures directly related to construction of the Agape clinic.
Potter also reported the county is working on multiple grants across departments — including applications for Bay Brothers Seafood and Agape Health Services — and said the county currently has "10-15 grants" in progress.
On personnel, Potter presented changes to the county's personnel policy and pay plan stemming from a compensation study. Potter told commissioners, "No one’s salary will be decreased because of these changes," and said the county will implement cost-control measures. Commissioner Sexton asked whether the cost was calculated using the previously discussed formula; Potter confirmed the formula had been applied. The board approved the compensation resolution unanimously.
Following a closed session on personnel, the board returned to open session and approved a one-time $3,500 bonus for Potter to be paid in the January 2021 payroll. The board cited Potter's work on the compensation study, the hospital, Department of Social Services staffing issues, the budget process, the audit timeline, the bank conversion, drainage and COVID-19-related duties in supporting the bonus decision.

The county clerk will execute the grant documents and Potter said he will continue efforts to confirm the award timing with the state. Potter also said he will follow up with Animal Control and the county’s TTA contact about maintenance and signage requests raised during the public comment period.
