Charlotte County supervisors approve budget amendments, tax write‑offs, a CUP and a VA250 resolution

The Charlotte County Board of Supervisors approved several administrative and fiscal actions during its Aug. 14 regular meeting, including a conditional use permit, budget amendments, tax write‑offs, a refund and a resolution supporting the Virginia America 250 Commission.
Conditional use permit: The board granted a Conditional Use Permit to Reuben Stoltzfus, adopting Planning Commission conditions (motion by Supervisor Anthony Reeves, seconded by Supervisor Hazel Bowman Smith; vote: unanimous Aye).
Treasurer actions: Treasurer Patricia Berkeley reviewed her annual report and the board approved motions (motion by Supervisor Walter T. Bailey, seconded by Supervisor Hazel Bowman Smith; unanimous Aye) to write off delinquent taxes including $223.96 plus penalty and interest for parcel 077-1-5-C (2013–2018), $88.46 plus penalty and interest for parcel 077-1-5-C (2008–2009), and a total write‑off of $28,280.23 in delinquent taxes. The board also approved writing off $14,833.82 in personal property taxes for tax year 2018 due to the statute of limitations, authorized a $5,700.28 refund to Eastern Engineered Wood Products Inc., and added Terri Jones and Sara Crawford as signers on the Virginia Investment Pool account.
Budget amendments and appropriations: The board approved a package of FY2023–24 amendments and appropriations that reallocated ARPF funds (reductions and transfers noted), recognized a $10,884 grant from the Department of Historic Resources for courthouse work, funded Sheriff vehicle and equipment purchases and various program supplies, allocated $5,000 for the courthouse 200th celebration, and carried over $189,727 from 1% local sales tax for school projects. The motion to approve the listed expenditure and revenue adjustments was made by Supervisor Walter T. Bailey, seconded by Supervisor Will Garnett, and passed with all members voting Aye.
Resolution supporting VA250: The board adopted a resolution supporting the Virginia America 250 Commission and agreed to form a local VA250 committee to aid in planning commemoration events (motion by Supervisor Hazel Bowman Smith, seconded by Supervisor Will Garnett; unanimous Aye).
Administrative scheduling: Administrator Daniel Witt will attend and vote on Charlotte County’s behalf at the Virginia Association of Counties (VACO) Fall Conference. Because the conference conflicts with the normally scheduled November meeting, the board rescheduled the November meeting for Nov. 15 at 1:30 p.m.
