Board approves Enterprise Zone expansion, poultry zoning changes and school restroom funding

The Charlotte County Board of Supervisors on Oct. 10 unanimously approved multiple items aimed at economic development, land-use regulation and school infrastructure.
The board adopted a resolution to amend the boundaries and incentives for Enterprise Zone #48, which Charlotte County shares with Lunenburg and Prince Edward counties. County Administrator Daniel Witt told the board the amendment "would include the Shaw Building and new sections of Keysville" and said the change is intended to expand economic growth opportunities near the Heartland Regional Industrial Park and the Charlotte County Industrial Park in Keysville. The resolution was adopted by roll-call vote with all supervisors voting "Yea."
Also on the consent agenda, the board approved amendments to the Poultry Zoning Regulations as recommended by the Planning Commission. The board approved an appropriation of $93,381 to cover the installation of restrooms at Phenix Elementary School. Supervisor Robert L. Shook Jr. moved to appoint Margaret Ann Elder to the Social Services Board to represent the Keysville District for the unexpired term ending Dec. 31, 2026; the appointment was approved.
The board approved several budget amendments and appropriations to the FY2023-24 budget (vehicle, public safety director generator, Drakes Branch fire department, and an unclaimed body expense) and authorized payment of FY2024 invoices totaling $328,077.93 and additional invoices of $154,445.72 received after the September meeting. By consensus the board directed Administrator Witt to send a letter supporting state funding for local planning commission districts.
The actions package reflects county priorities in economic development, public safety and school facilities; the Enterprise Zone amendment is intended to expand state and local incentives to attract investment to Keysville and nearby industrial property.
