Llano County commissioners remove early budget hearings, approve ARPA-funded generators and camera systems

The Llano County Commissioners Court on Aug. 26, 2024, removed several early agenda items including public hearings on the FY2025 budget and tax rate, approved ARPA-funded emergency generators (not to exceed $775,000) and authorized Motorola car and body cameras (not to exceed $40,205.64); the court later held an executive session and returned with no action.
The Llano County Commissioners Court met Aug. 26, 2024. Presiding Officer Judge Ron Cunningham opened the session and the court recorded members and staff present.
Early in the meeting, Commissioner Linda Raschke moved to remove agenda items 1 through 6 — which included scheduled public hearings on the proposed FY2025 budget and the proposed FY2024 tax rate — and Commissioner Peter Jones seconded; the removal motion was recorded as unanimous. The removal of those agenda items meant the publicly noticed hearings did not occur during this session.
The court approved a package of routine and operational items. On the consent agenda, the court approved minutes, bids, budget transfers, interlocal agreements and monthly reports while removing the UniFirst contract for the sheriff's department from approval. Commissioner Raschke moved to approve the consent agenda with that removal; Commissioner Jones seconded and the motion was unanimous.
Among the operational approvals, the court:
- Approved purchase and installation of emergency generators for the Llano County Law Enforcement Center and the East Annex using American Rescue Plan Act (ARPA) funds not to exceed $775,000. Commissioner Raschke moved the measure and Commissioner Jerry Don Moss seconded; the vote was unanimous.
- Authorized purchase, installation and integration of Motorola car and body-worn camera systems for the Llano County Sheriff's Office, not to exceed $40,205.64. Commissioner Moss moved the purchase and Commissioner Raschke seconded; the vote was unanimous.
The court also took several administrative actions: it approved purchase of a cell phone for the Elections Office to comply with Texas Election Code §64.009 (to receive calls and texts requesting curbside voting) to be issued to Rachel Wimberley, Assistant Election Administrator; it adopted the county's 2024 investment policy; and it approved changes to Sheriff and Constable fees effective Jan. 1, 2025. All of those items were approved on motions that recorded unanimous votes.
During consideration of a replat for Lots 49 and 50 in Wood Forest Ranchettes, Commissioner Mike Sandoval moved to approve with recommended changes but the motion received no second and therefore failed. Commissioner Sandoval then moved to table the replat; Commissioner Moss seconded and the motion to table passed unanimously.
The court entered an executive session at 9:40 a.m. to receive legal advice on several pending matters as listed on the agenda (including litigation matters and property issues under the Texas Government Code §§551.071 and 551.072 and related law). The record shows the court returned to open session at 11:16 a.m. with no action taken on items discussed during the executive session. Judge Ron Cunningham then adjourned the meeting.
Actions recorded in the meeting minutes were procedural or operational in nature; no ordinance adoptions or new tax rates were adopted during this session.
