Catawba County adopts preliminary assessment resolution to improve Langdon Ridge subdivision roads

The Catawba County Board of Commissioners on April 7 adopted a Preliminary Assessment Resolution to improve a portion of Langdon Road in the Langdon Ridge subdivision and set a public hearing for May 5, 2025.

County staff said owners of all eight lots in the petitioned area — representing roughly 836.64 linear feet of frontage, or 100% — submitted a petition under the county’s petition-driven program (Resolution #2020-17) that allows privately maintained secondary roads to be upgraded to NCDOT standards and considered for acceptance into the state maintenance system. The work described in the resolution calls for removing objects from the right-of-way, milling 1.5 inches and overlaying 1.5 inches of asphalt to meet NCDOT requirements.

Staff estimated the cost of the work at between $35,000 and $40,000 total (about $4,375–$5,000 per lot), but the final assessment amounts will be set after the project is bid and constructed. The resolution (No. 2025-11) specifies that assessments may be paid in full within 30 days of confirmation of the final assessment roll or, at the owner’s election, in 10 annual installments at a proposed interest rate of 1.5% per annum.

The board noted that, per state statutes governing the process, a minimum of 75% of property owners and 75% of frontage must support the petition; in this case the petition exceeded those thresholds. The public hearing on the preliminary resolution is scheduled for 7:00 p.m. on May 5, 2025, in the Board of Commissioners meeting room.
