Catawba County approves $1.415 million for two mobile classroom units to ease elementary overcrowding

The Catawba County Board of Commissioners on April 7 approved a $1,415,000 supplemental appropriation to fund two mobile classroom units for Balls Creek and St. Stephens elementary schools.
The appropriation, recommended by the Finance and Personnel Subcommittee and approved on the consent agenda, will fund five-year leases for two four-classroom modular units through Mobile Modular Management Corporation, plus delivery, setup and utility connections. County staff told the board that Balls Creek Elementary is currently operating at about 102.33% of its adjusted capacity and St. Stephens Elementary at about 113.4% of its adjusted capacity, driven by student growth and K–3 class-size restrictions.
Staff estimated delivery, setup and utility connections would cost about $240,500 for Balls Creek and $280,500 for St. Stephens. Each mobile unit is expected to cost about $82,800 per year on a five-year initial lease, and there will be an estimated return charge of roughly $32,575 per mobile once the units are no longer needed. The county provided line-item projections of $687,065 for Balls Creek and $727,065 for St. Stephens.
County Manager Mary S. Furtado presented the funding request as part of the consent agenda. The motion to approve the consent agenda carried unanimously.
The appropriation moves money from the General Fund into the Schools Capital Fund and authorizes the mobile classroom expenditures; specific installation timing will depend on vendor scheduling and site preparations.
