Catawba County Board approves $2.06M appropriations and transfers to address capital needs and Maiden school repairs

The Catawba County Board of Commissioners approved a consent agenda on April 21 that directed $2,062,927 in unbudgeted revenue toward one-time capital needs and authorized transfers totaling $2,937,305 to address immediate school facility needs.
County Manager Mary S. Furtado told the Board the FY25 Medicaid Hold Harmless revenue exceeded budgeted expectations by $1,412,927 and that the county also received $650,000 from the sale of surplus property. She presented a list of proposed allocations that include $750,000 toward replacement of the county’s enterprise resource planning system currently used for human resources, finance, purchasing and budgeting; $275,000 to address impacts related to the re-established Catawba–Lincoln county line; park infrastructure work (including irrigation and septic replacements); and equipment such as a tractor for steep-mow operations and communications infrastructure upgrades.
The sale proceeds were recommended to supplement the Agricultural Resource Center (ARC) / Catawba Rosenwald Education Center renovation project, which will convert the former CVCC East Campus building to house services presently located in the ARC building and the Rosenwald Center.
Separately, the Board approved a schools-requested transfer plan to begin phased renovations at Maiden Middle School and replace leaking roof sections at Maiden High School. Catawba County Schools proposed an initial $4.823 million project at Maiden Middle that includes replacement of 66 HVAC units and controls, replacement of exposed spline ceilings with suspended ceilings and lighting in a 20,000-square-foot area, installation of a security vestibule, a new fire-alarm system and preparatory mechanical work. Maiden High School will receive targeted roof replacement for approximately 80,000 square feet in the center of the building after repeated leaks attributed to faulty installation of the metal roof system; the estimated cost for the center roof replacement is $2,096,334, with available school-system funds supplemented by the county transfer.
County staff described the funding plan as consolidation of previously approved project balances and annual capital funds. The transfer and appropriation accounting entries were presented in detail to the Board.
The Finance and Personnel Subcommittee also recommended approval of the Catawba Juvenile Crime Prevention Council’s FY25–26 Annual Plan, which anticipates $431,225 of state funding for interventions ranging from cognitive and substance-abuse counseling to teen court and family skill-building; the plan requires no local match. The Tax Administrator reported routine releases, refunds and motor-vehicle adjustments for March (nine releases totaling $1,463.75; 51 refunds totaling $36,881.81; and 72 motor-vehicle adjustments totaling $5,991.53).
Chair Randy Isenhower moved the consent agenda; the motion carried unanimously. The Board took no additional action afterward and adjourned at 7:19 p.m.
