County to rebuild fire-damaged landfill compactor with Caterpillar program; transfers funds to cover cost

Catawba County staff told commissioners May 5 that a March 18, 2025 fire destroyed the county's 2023 Caterpillar 826K landfill compactor. Insurance paid the county $607,625; Carolina CAT quoted $689,737.28 to perform a Caterpillar Certified Rebuild. Staff recommended rebuilding the machine through Caterpillar's Certified Rebuild Program, which includes warranties (three years or 5,000 hours) and a multi-component rebuild that staff said is only available through that program.
County staff cited N.C. Gen. Stat. 143-129 for a sole-source procurement exemption when a product is available from only one supplier or where standardization/compatibility is overriding. The Board approved transferring $82,113 from an under-budget landfill fencing project to cover the rebuild's balance and appropriating the insurance settlement proceeds to the Solid Waste Enterprise Fund maintenance account.
In related consent action, the Board also approved making $150,400 in insurance-settlement funds available to Fleet Maintenance from the Self-Insurance Fund to address accident-related vehicle repairs after the county experienced 71 accidents in the fiscal year (68 repairable). Staff said solid-waste and fleet costs are funded through enterprise or self-insurance funds rather than general tax dollars.
The Board approved the consent agenda motions unanimously.
