Catawba County adopts preliminary resolutions to advance two private road improvement petitions

Catawba County commissioners on May 5 adopted a Preliminary Assessment Resolution for Mountain Creek Ridge subdivision and adopted an amended Preliminary Assessment Resolution for Langdon Ridge subdivision to set a new public hearing date.
Utilities & Engineering Director Pete Shonka told the Board the Mountain Creek Ridge petition covered 35 of 46 lots (76.1% of affected owners) representing roughly 7,986.34 of 10,634.02 lineal feet (75.1%) of frontage; staff estimated the scope of work and cost at $282,000 (about $6,130 per lot), with final assessments to be set after bids.
For Langdon Ridge, staff certified a petition signed by all eight affected lots representing 100% of frontage (836.64 feet). The Board had adopted a preliminary resolution April 7 but the public-hearing notice was not published; the amended resolution sets the public hearing for May 19, 2025. Estimated cost for Langdon Ridge work was $35,000–$40,000 (about $4,375–$5,000 per lot) pending bids.
Both resolutions follow the petition-driven process authorized by Chapter 153A, Article 9 of the North Carolina General Statutes: owners must petition (minimum 75% of owners representing 75% of frontage) and, after preliminary action, the Board holds a public hearing before confirming assessments and authorizing collection as a property tax assessment over up to 10 years.
The Board directed publication of the required notices and set the public hearings (Mountain Creek Ridge public hearing scheduled for June 2, 2025; Langdon Ridge for May 19, 2025).
