The Catawba County Board of Commissioners used its June 16 consent agenda to confirm several appointments, adopt the required annual Jail Medical Plan, authorize a surplus‑property sale subject to the upset‑bid process, and approve a contingency transfer to Elections.
Appointments and reappointments approved unanimously included Robin Nicholson (reappointment) and Dan Timmerman (appointment) to the Economic Development Corporation Board; Tammy Hayman as Newton‑Conover City School representative to the Juvenile Crime Prevention Council; Guy Cline reappointed to the Subdivision Review Board; and Lynn Sampson and Allen Bandy appointed to the WPCOG Aging Advisory Committee. Chair Randy Isenhower presented a Juneteenth proclamation to Jerry McCombs of the Catawba County NAACP. Republic Services General Manager Jenni Holdt presented the company's quarterly update.
The Board adopted the Annual Jail Medical Plan, a statutory requirement under state administrative rules, after noting the plan had been reviewed and approved by Sheriff Brown and Public Health Director Jennifer McCracken.
On surplus property, the board acknowledged an offer from Legacy Home Builders, LLC to purchase county‑owned property at 246 7th Street SE in Hickory for $15,000 and authorized initiating the upset‑bid sale process under N.C. Gen. Stat. 160A‑269. The resolution requires public notice, upset bids to be submitted within 10 days of publication, a five percent deposit for qualifying higher bids, and provides that the county may withdraw the property prior to final acceptance. If no qualifying upset bid is received, the board will accept the $15,000 offer; if upset bids are received, the county will rebid until no qualifying increase is received.
The manager also reported a contingency transfer of $15,000 to Elections to cover overtime, temporary wages and fringe benefits tied to 2024 election activities, recounts and state law changes. Vice‑Chair Austin Allran moved the board into closed session under attorney‑client and economic development provisions of state law; the motion carried unanimously and the meeting adjourned at 9:07 p.m.
