Catawba County on June 16 adopted a preliminary assessment resolution for road improvements in Wellington subdivision after Utilities & Engineering staff certified that the petition met the statutory sufficiency threshold.
The portion of Wellington subdivision included in the petition contains 28 lots; 23 owners signed (82.1% of owners) representing about 8,031.10 lineal feet of the 9,696.69 feet of frontage (82.8%). County staff estimated the repair work at $338,015.65—about $12,071.99 per lot—based on required milling, overlay, shoulder grading, culvert cleaning/repair and base reconditioning. Staff cautioned the final cost and per‑lot assessment will not be known until the project is bid and constructed.
The board adopted Resolution No. 2025‑23 to accept the petition as sufficient, set the intended scope of repairs, and schedule a public hearing on the preliminary assessment roll for July 21, 2025. NCDOT Division staff provided a letter saying that once the district office confirms the repairs meet minimum standards, it will forward paperwork recommending the streets be added to the Secondary Road Maintenance System.
Utilities & Engineering Director Peter M. Shonka signed a certificate of sufficiency for the petition on May 30, 2025, and county staff will publish required notices and proceed with the public‑hearing process under state statutes governing special assessments.
