Catawba County on June 16 declared the total cost of completed road improvements in Bay Pointe subdivision to be $246,023.63 and ordered preparation of a preliminary assessment roll that apportions the cost across 50 lots.
County staff said the assessment basis is by lot, producing an individual assessment of $4,920.47 per lot. Property owners may pay the assessment in a lump sum before the first bill or choose 10 annual installments at 1.5% interest, which county materials calculated as $533.55 per year. The board adopted Resolution No. 2025‑22 to declare the cost, make the preliminary roll available for inspection in the Clerk’s office, and schedule a public hearing on the preliminary assessment roll for July 21, 2025.
The Bay Pointe project was completed to meet NCDOT standards so the county can petition NCDOT to accept Bay Pointe Drive, Golden Bay Court and West Bay Drive into the Secondary Road Maintenance Program. The special‑assessment program is petition‑driven: to initiate a county‑financed upgrade, at least 75% of homeowners and 75% of road frontage must sign a petition. The county established a $2.5 million Subdivision Road Improvement Fund in 2022 to finance such projects and recoup costs via assessments.
County staff said determination of cost may include construction and associated publication and mailing expenses. If the board confirms the preliminary assessment roll after the July 21 public hearing, the Tax Administrator will be authorized to collect the assessments in the same manner as property taxes.
