Board rejects bids for Cattle Load‑Out facility, approves small land purchase and routine appointments

At the Aug. 18 meeting, county staff recommended rejecting all bids received July 22 for the Cooperative Extension Cattle Load‑Out and Education Facility because the apparent low bid substantially exceeded available grant and project funding. Bids ranged from $1.855 million to over $2 million for a project originally estimated at roughly $1.11 million. Staff told the Board it would work with Cooperative Extension and the Cattlemen’s Association to redesign the project and re‑bid. The Board approved rejection of the bids and directed staff to proceed with redesign and re‑procurement.
In other business, the Board approved the purchase of approximately 0.13 acres located on Southwest Boulevard adjoining South Newton Elementary School (LRK: 904315) and authorized the County Manager to complete the acquisition; the upset bid period for the auctioned NCDOT parcel was noted to expire Aug. 20, 2025. The Board also confirmed appointments, including designating Vice‑Chair Austin Allran as voting delegate and Chair Randy Isenhower as alternate for the 2025 NCACC annual conference, appointed Stephen Wilson Blakely to the Volunteer Fire Department Trustees' Fireman's Relief Fund, and appointed Michael McNally to the Social Services Board through June 30, 2028.
The Board entered closed session under N.C. Gen. Stat. § 143‑318.11(a)(3) and (4) to consult with counsel and discuss economic development matters and adjourned at 8:54 p.m.
