Environmental board presents sustainable decision‑making framework for rezonings and annexations

Carrigan said the framework uses four core questions: whether an action increases or decreases greenhouse‑gas emissions now or in the future; who benefits and who is disproportionately impacted; how the action influences water quality, air quality, heat islands, flooding, habitat fragmentation and biodiversity; and whether it will affect ecologically sensitive or adjacent lands. The proposed version focuses on private development decisions — especially rezonings and annexations — and relies on existing data plus staff interpretation.
The Board directed staff to solicit input from county departments, provide measurable performance indicators, expand the framework to include transit and transportation impacts, emphasize rezonings inconsistent with the future Place Type Map, and connect outcomes to human health and wellbeing.
