Durham County board approves consent agenda, including capital and budget amendments and $1M housing loan-fund support

The Durham County Board of County Commissioners unanimously approved a consent agenda at its Nov. 25 regular session that included capital project amendments, contract changes, ARPA nonprofit grants and budget ordinance adjustments.
Vice Chair Nimasheena Burns moved to approve the consent agenda; Commissioner Heidi Carter seconded the motion and it carried unanimously. Key items approved included:
- Capital Project Amendment No. 25CPA-18 (Shoppes of Hope Valley): Reduce the Shoppes of Hope Valley project by $10,713.62, transfer that amount to the Debt Service Fund and close the project. - Contract amendment (Fr# 24-1382) with MSJ Construction, Inc.: Increase the contract by $12,100.69, raising the contract from $699,750.00 to $711,850.69 for glass replacement in the Detention Center service yard office. - Creation of the Santee Road Park Project (25CPA-24): Establish a new capital project with a $600,000 budget by transferring $300,000 from the Open Space & Farmland Preserve project and appropriating additional fund balance as specified in the ordinance. - ARPA nonprofit grant awards: Approval to award a grant to Housing for New Hope under the ARPA Nonprofit Grant Program Phase 3 – Homeless Services Grant Program. - $1,000,000 support to the Durham Affordable Housing Loan Fund managed by Self-Help: The Board approved a transfer of $1,000,000 from the Debt Service Fund Fund Balance to the General Fund to support the expense and appropriation into the loan fund. - Asset forfeiture appropriations: Budget ordinance amendments increasing federal and state asset forfeiture spending authority for the Sheriff’s Office. - Approval of property tax releases and refunds for October 2024: The transcript records a grand total of $605,372.20 for releases and refunds across current and prior years.
