Durham County commissioners approve ARPA reallocation to boost child care, food aid and Slater Road project

Durham County commissioners on Dec. 9 approved an ordinance reallocating American Rescue Plan Act (ARPA) funds and authorized contract amendments to support local child care, food-security programs and infrastructure.
County Manager Claudia Hager told the Board that Durham County received $63,445,275 in ARPA funds and that the Board had adopted a framework for allocating those dollars in May 2022. The Board voted unanimously to approve ARPA Grant Ordinance Amendment No. 25ARPA001, which moves funding among functional areas to align with final project authorizations.
Under the amendment the Board authorized a $400,000 increase to the Child Care Services Association contract for an increased childcare subsidy allocation (bringing that contract total to $2,400,000); a $342,084 increase to the Inter-Faith Food Shuttle contract to support food-insecurity work (bringing that contract total to $1,985,368); and a $61,500 amendment for Durham Children’s Initiative to administer the DCo Thrives Guaranteed Income Pilot Program (bringing that contract total to $1,652,500). The Board also approved reallocating ARPA funding to increase the Slater Road water–sewer project’s ARPA allocation from $10,000,000 to $13,135,308, keeping the overall project budget at $22,349,654.
Commissioner Stephen Valentine moved the ordinance; Commissioner Michelle Burton seconded. The motion carried unanimously.
Why it matters: the amendment shifts previously allocated ARPA dollars to meet final project authorizations and contract needs identified by staff. The Board authorized the County Manager to execute the contract amendments necessary to implement the changes.
What happens next: the County Manager will finalize and execute the contract amendments and project reconciliations authorized by the ordinance. The Slater Road project will proceed under the revised ARPA allocation and the County will implement the expanded subsidies and food-security contracts approved by the Board.
