Durham board authorizes pre-construction services for new EOC and backup 911 project

The Durham County Board of Commissioners authorized the County Manager to execute a pre-construction services contract with Bordeaux Construction Company and Vistabution for a new Emergency Operations Center (EOC), backup 911 and a Sheriff’s backup call center (Project DC-158), authorizing up to $275,000 for pre-construction work.
Board members questioned how the project could proceed given an apparent $4.5 million increase associated with including a Sheriff Backup Call Center. Deputy Director of Engineering and Environmental Services Peri Manns said the project is in early design. County Manager Claudia Hager said staff would discuss the issue with city and county officials and return to the board with clarifications as the design develops.
Vice Chair Dr. Mike Lee moved the authorization, and Commissioner Stephen Valentine seconded the motion; it carried unanimously.
Deputy Director Manns characterized the item as an early-stage procurement step intended to allow the project team to refine scope and costs. The board did not vote on final scope items at this meeting; decisions about inclusion of the Sheriff backup center and final project budget will be addressed as design and budgeting proceed.
