Durham County considers $687,758 in Sheriff’s Office purchases for vehicles and data protection

The County Manager’s packet requests approval of a $385,485.54 purchase-of-goods contract with Batteries of NC & S.W.S. LLC to supply vehicle emergency equipment — including lights, sirens, computer stands and radio hardware — for the FY25 fleet. The packet cites G.S. 143-129(e) and cooperative purchasing (Sourcewell) as the basis for exemption from competitive bidding; county staff say funding was previously budgeted.
Separately, staff requested authorization of a $302,273 contract with eGroup Holding Company, LLC for data protection and disaster recovery services for the Sheriff’s Office. Resource materials state the county’s current solution is at end of life and that the new platform would secure citizen records, law enforcement data and financial information, reducing downtime after outages or cyberattacks.
Resource persons listed in the agenda for these items included David LaBarre and Preston Edwards for the vehicle equipment request and Vincent Ritter and Sheriff Clarence Birkhead for the data protection item. The County Manager recommended both approvals; the agenda did not record a vote or formal action outcome.
If approved, staff would execute the contracts and proceed with equipment procurement and IT implementation according to the contract scopes and budget allocations described in the meeting packet. The county identified these items as aligning with strategic goals for a safe and resilient community and financial stewardship.
