Parma Heights council reads several ordinances, approves contracts and refers zoning items to planning commission

Parma Heights City Council used its Nov. 14 meeting to move a mix of procedural and substantive items: several ordinances were read by title, the council approved participation in a NASPO cooperative contract for telephone and internet services, and multiple land‑use items were referred to the Planning Commission for review.
Clerk Barbara Allen read a string of ordinances and resolutions by title. Ordinance 2022-37 (codification services contract with American Legal Publishing) and Ordinance 2022-39 (contract with Richard L. Bowen + Associates to serve as city engineer) were read as first readings; no final votes were recorded for those items in the minutes. Ordinance 2022-38, authorizing participation in NASPO ValuePoint and contracting with T-Mobile for telephone and internet services, was taken up, the rules were suspended and the ordinance passed unanimously.
Council also read and referred ordinance 2022-41, which would convey property at 8699 Lynnhaven Drive to the Cuyahoga County Land Reutilization Corporation, to the Parma Heights Planning Commission; Ordinance 2022-42 (amendments to automotive use regulations) was similarly referred to planning for review. A resolution authorizing an agreement with the City of North Royalton for prisoner housing services was read as a first reading.
The meeting record shows council approved prior meeting minutes (Oct. 24, 2022) on a motion by Councilman Stavole and second by Councilwoman Maruschak with an Aye vote from DeSouza, Walsh, Stavole, Haase, Maruschak and Rounds. Many items were procedural or first readings; the council took final action on a small number of items that evening and referred others for additional study and planning review.
The council adjourned to executive session to discuss collective bargaining strategy and returned to adjourn the public meeting at 8:02 p.m.
