Parma Heights council adopts 2023 appropriations, approves contracts and prisoner-housing agreement

Parma Heights City Council on Nov. 28 approved a package of ordinances and contracts that set the city's 2023 spending limits and authorized several vendor agreements.
The council adopted Ordinance 2022-34, establishing appropriations for Jan. 1'Dec. 31, 2023. Councilman Stavole moved for passage and Councilwoman Maruschak seconded. The measure passed by roll call: Stavole, Haase, Maruschak, DeSouza, Durichko and Council President Tom Rounds voted aye; Councilwoman Walsh voted no.
Council also approved several contract-related ordinances and resolutions. Ordinance 2022-37 authorizes the administration to contract with American Legal Publishing for codification services; the ordinance passed on its third reading by unanimous vote. Ordinance 2022-39, presented as the third reading and declared an emergency, authorizes a city-engineer contract with Richard L. Bowen + Associates, Inc.; it passed with six ayes and one no (Walsh). Ordinance 2022-40, amending a rule of council procedure, passed unanimously.
Separately, the council passed a resolution authorizing the administration to enter an agreement with the City of North Royalton to provide prisoner-housing services; the resolution was read, moved and passed and was declared an emergency.
The council also accepted two fuel-bid proposals. Clerk Barbara S. Allen read bids from Ulman Oil Company and Cuyahoga Landmark into the record; after a motion to accept the two proposals, council voted in favor (Durichko, Walsh, Stavole, Haase, Maruschak, DeSouza and Rounds voted aye).
Most motions were made and seconded by council members on the floor and decided by roll call votes. The council's next regular meeting is scheduled for Dec. 12, when staff expect to bring any necessary appropriation adjustments for 2022 before final ordinance action.
