Parma Heights council adopts countywide hazard plan, renews conservation MOU and authorizes truck purchase

At the Jan. 9 meeting the council unanimously passed Ordinance 2023-1 to adopt the 2022–2027 Countywide All-Hazards Mitigation Plan, approved Resolution 2023-2 renewing an MOU with Cuyahoga County Soil and Water and NEORSD, and approved Resolution 2023-3 to buy a 2023 Ford F-750 for $115,285. Parma Heights City Council on Jan. 9 unanimously approved a set of routine administration items, including adoption of a countywide hazard plan and several procurement and intergovernmental actions.
Council action: By unanimous roll call, the council passed Ordinance 2023-1 approving adoption of the 2022'027 Countywide All-Hazards Mitigation Plan for Cuyahoga County. Councilwoman Durichko moved and Councilwoman Maruschak seconded suspension of the rules and the motion to pass; the roll call recorded ayes from Maruschak, DeSouza, Durichko, Walsh and Rounds.
Council also passed Resolution 2023-2 authorizing renewal of a memorandum of understanding with the Cuyahoga County Soil and Water Conservation District and the Northeast Ohio Regional Sewer District for technical assistance in implementing soil and water conservation measures in 2023; Councilwoman Maruschak moved and Councilwoman DeSouza seconded the motion to suspend the rules and pass the resolution, which passed unanimously.
Finally, the council approved Resolution 2023-3 authorizing the administration to enter into a purchase agreement for one 2023 Ford F-750 from Liberty Ford at the state purchase price of $115,285; the resolution passed after a suspension of the rules (moved by Councilwoman DeSouza; motion to pass seconded by Councilwoman Maruschak).
First readings: Clerk Barbara Allen read four ordinances by title: Ordinance 2022-41 (conveyance of 8699 Lynnhaven Drive to the Cuyahoga County Land Reutilization Corporation) and Ordinance 2022-42 (amendments to automotive use-specific regulations) were presented as first readings; Ordinance 2023-4 (adoption of the Residential Code of Ohio) and Ordinance 2022-41 were noted as first readings and will return for later consideration.
Why it matters: The hazard plan adoption updates Parma Heights's alignment with the countywide mitigation strategy, while the MOU supports technical assistance for soil and water measures and the truck purchase refreshes city fleet capacity. Council described the hazard plan item as an administration housekeeping matter discussed during the Mayor's Caucus.
