Parma Heights Council approves conveyance of 8699 Lynnhaven Drive, adopts three ordinances and confirms zoning reappointment

Parma Heights City Council on Feb. 13 approved the transfer of the property at 8699 Lynnhaven Drive to the Cuyahoga County Land Reutilization Corporation (CCLRC) and passed two additional ordinances after third readings.
The council passed Ordinance No. 2022-41, authorizing conveyance of 8699 Lynnhaven Drive to CCLRC and declaring an emergency. Clerk of Council Barbara Allen read the ordinance; Councilwoman Kathy Maruschak moved for passage and Councilwoman Anita DeSouza seconded. The roll-call vote recorded ayes from Maruschak, DeSouza, Durichko, Walsh, Stavole and Council President Tom Rounds; Councilman Haase abstained. The ordinance passed.
Council also approved Ordinance No. 2022-42, amending Section 1195.06 (automotive use–specific regulations) and Ordinance No. 2023-4 to adopt the Residential Code of Ohio into Chapter 1301 of the Parma Heights Codified Ordinances. Clerk Allen read each ordinance by title; Councilwoman Kimberly Walsh moved for passage of the automotive-use amendment with Councilman Matthew Stavole seconding, and Councilwoman DeSouza moved for adoption of the residential code with Councilwoman Maruschak seconding. Both measures passed on recorded votes.
During the meeting Mayor Marie Gallo nominated Stephanie Palmisano to the Board of Zoning Appeals for a term from Jan. 1, 2023, to Dec. 31, 2025. Council President Tom Rounds moved the nomination and Councilwoman DeSouza seconded; Clerk Allen conducted a roll-call vote and the reappointment carried with recorded ayes from Durichko, Walsh, Stavole, Haase, Maruschak, DeSouza and Rounds.
Council President Rounds also read two Ohio Department of Liquor Control notices — one for Speedy’s at 6229 Pearl Road and one for Home and Family Club at 6450 Pearl Road — and, citing the police chief’s recommendation of approval, placed both items on the consent docket; with no objections they were approved.
Clerk Allen read Ordinance 2023-6 as a first reading; that ordinance, which updates and consolidates codified ordinances, will return for later consideration. The meeting adjourned at 7:25 p.m.
What’s next: The administration indicated wage-ordinance amendments for police and fire chiefs will be forthcoming and the codification update (Ordinance 2023-6) will return for subsequent readings.
