Parma Heights City Council on Feb. 27 unanimously approved a resolution authorizing municipal engineer Bowen + Associates, Inc. to prepare plans, specifications and cost estimates for mechanical upgrades at the Cassidy Theatre and declared the matter an emergency. Clerk of Council Barbara Allen read the resolution by title before council members voted to suspend the rules and pass it.
