Parma Heights Council approves Cassidy Theatre engineering plan and urges state to restore local government fund

Parma Heights City Council on Feb. 27 unanimously approved a resolution authorizing municipal engineer Bowen + Associates, Inc. to prepare plans, specifications and cost estimates for mechanical upgrades at the Cassidy Theatre and declared the matter an emergency. Clerk of Council Barbara Allen read the resolution by title before council members voted to suspend the rules and pass it.
The council also passed Resolution No. 2023-8, a measure urging the Ohio governor and General Assembly to restore the local government fund to pre-recession levels. State Rep. Sean Brennan, who addressed the council during public comment, said he will serve on the state and local government committee and is co-sponsoring legislation to undo HB 509, which he said limits local departments’ ability to conduct in-house EMS training. Brennan warned the governor’s proposed modest increase to the local government fund could amount to a net reduction if state revenues fall under related tax changes.
Council members voted to repeal Ordinance No. 2022-43 (now Ordinance No. 2023-9), a compensation ordinance, by reading the repeal by title, suspending the rules and passing the measure unanimously. Clerk Allen read Ordinance No. 2023-10 by title as a first reading; that ordinance would authorize the administration to enter into an agreement for a traffic enforcement program with Sensys Gatso USA, Inc., but no vote was recorded on it that evening.
All recorded votes that evening were unanimous. The meeting moved into executive session at 7:30 p.m. to discuss pending or imminent court action and returned at 8:05 p.m., after which council adjourned.
