Rock County commissioners approve routine business, move $4,500 to ambulance fund and adopt 0‑tolerance policy

The Rock County Board of Commissioners conducted routine county business Dec. 3 in Bassett, approving minutes, claims and several budget and policy items.
The board approved the Nov. 19, 2024 minutes (motion by Commissioner Faye Smith, seconded by Commissioner Colby Sybrant; roll call: Sybrant Yes, Smith Yes, Hollenbeck Abstained). The day's agenda and the county claims were approved by unanimous roll-call votes.
Road Foreman W. Reynolds, with Highway Superintendent Lloyd Smith present, reported on maintenance work and said several roads were not mowed this year. Commissioners accepted fee reports for the Clerk, Clerk of the District Court and Sheriff.
Facing unplanned ambulance costs for tires and repairs, commissioners approved transferring $4,500 from Miscellaneous General to the Ambulance Fund (motion by Chairman Wade Hollenbeck, seconded by Faye Smith; roll call: all for). The board declared a replaced county laptop surplus after County Clerk Daunitta Buoy said the device would not hold a charge; Applied Connective had offered a $100 trade‑in value. The board approved the surplus motion unanimously.
In property actions, the board approved an application for exemption for St. Peter Lutheran Church covering a 2014 Ford Taurus, and approved the subdivision of a tract in the SW4 of Section 17, Township 30N, Range 19, W of the 6th P.M., Rock County, Nebraska.
Ally Grant, a representative from NIRMA, recommended a revision to the county handbook to state that Rock County is "0 tolerance" for drugs and alcohol; the board approved adding that language. The board also authorized placing a water cooler from Seven Springs in the courthouse.
The clerk reported that unobligated ARPA and LACTF funds must be obligated by Dec. 31; the board tabled that matter until the Dec. 17 meeting. Sheriff Ben Shelbourn asked staff to obtain quotes on replacement patrol vehicles (Ford F-150, F-250 and Explorer) to be funded with ARPA and LACTF dollars; the board tabled that request until Dec. 17.
Claims across general, road, library and 911 funds were audited and approved; the minutes record detailed line items and totals in the claims register. The board adjourned at 3:43 p.m.
The board recorded its actions with roll‑call votes on each motion; procedural requirements including Open Meetings Act posting were noted in the minutes.
