Rock County approves JAG grant signer, funds radios from inheritance and signs Highway 20 policing agreement

The Rock County Board of Commissioners on Nov. 5 approved actions to support a Justice Assistance Grant (JAG) for patrol vehicle radios and signed an interlocal law enforcement agreement for Highway 20.
NCDC Director Kristin Olson and Sheriff Ben Shelbourn presented the JAG grant proposal for statewide patrol radios and described ongoing reception problems with the county’s new tower antennae; Shelbourn said the coaxial cable appears to be causing poor reception and also noted reliability issues with a 2015 patrol vehicle. Commissioner Sybrant moved to appoint Wade Hollenbeck as the county’s JAG grant signer; Commissioner Lloyd Smith seconded the motion. Roll call vote: Sybrant yes, Lloyd Smith yes, Hollenbeck abstained. The motion carried.
The board then voted to fund the purchase of the radios from the county’s Inheritance account, with the understanding the Inheritance advance will be repaid when grant funds arrive. The motion, made by Lloyd Smith and seconded by Wade Hollenbeck, passed on a unanimous roll call vote.
Separately, the board approved the Highway 20 Interlocal Law Enforcement Agreement, a separate motion made by Wade Hollenbeck and seconded by Sybrant that passed unanimously. Commissioners also discussed future patrol vehicle replacements; Sheriff Shelbourn said he would consider F-250 pickups when the county replaces the next patrol vehicle.
The board tabled an unrelated question about renewing the county’s membership in NCDC until the Nov. 19 meeting. The actions taken Nov. 5 put the county in position to proceed with radio purchases while awaiting formal grant reimbursement.
