Rock County commissioners approve routine claims, a utility permit and employee raises; hold one invoice

The Rock County Board of Commissioners approved a series of routine administrative actions at its July 15 meeting in Bassett, voting unanimously on motions that ranged from property valuation changes to personnel raises and a utilities permit.
Assessor T.J. Ellermeier presented a damaged-property case for parcel 750003383. The board entered the Board of Equalization and approved the Assessor's recommendation to decrease the parcel's assessed value by $12,000 and accepted the Assessor's 2025 over/under report. "The Assessor recommends decrease in valuation of $12,000," the minutes record; the motion to adjust the valuation passed on a roll-call vote with Commissioners Sybrant and Smith making and seconding the motion.
The board approved a Permit to Construct Utilities for Frontier Diesel to lay pipe under a county road north of the intersection of 444 Avenue and 854 Road in Section 24, Township 26N, Range 20, west of the 6th P.M., Rock County. Road Foreman Waylon Reynolds provided the road update for that item; County Attorney Kurt Arganbright was present for the discussion. The board also approved raises for road department employees as presented.
Other unanimous actions included approval of fee reports for the Register of Deeds, Clerk of the District Court and Sheriff fees for June, declaring surplus air conditioners from the Clerk, Assessor and Treasurer offices (to be advertised on Facebook), and accepting an engagement letter from the Nebraska State Auditor to perform the 2024–25 audit.
The board audited a broad set of claims covering general county operations, road expenses and other department costs. Commissioners approved the July 15 claims on a motion by Commissioner Colby Sybrant and seconded by Commissioner Faye Smith, but held the invoice from NVC for $2,968.60 pending receipt of additional invoice detail. The minutes state: "approve July 15, 2025 claims, with the exception of NVC's claim for $2,968.60. More detail is needed on the invoice before it is paid."
The meeting also included reports and informational items: Ally Grant, a NIRMA representative, discussed recent accident claims and the board agreed to split repairs on an employee vehicle cover damaged during county business; Jeff Allen of the Historical Society reported wind‑storm damage to the society's building estimated at about $2,500.
The board adjourned at 4:10 p.m. and scheduled its next meeting for August 5, 2025 at 9:00 a.m. in the commissioners' room of the Rock County Courthouse.
