County approves $703,200 initial contract for new court case-management system

The Monroe County Board of Commissioners on Dec. 17 approved a multi-year Master Services Agreement with Paperless Solutions Inc. to provide comprehensive case, document and court-management systems, including e-filing. The county recorded initial 2026 costs of $407,100 for Civil and Family divisions and $296,100 for Orphan's Court.
The contract (M-2025-362) covers implementation through 12/31/2030 and was presented by Information Technology and Services. The board also approved Amendment No. 2 with Thomson Reuters for AdGators maintenance and support through Aug. 14, 2026, in the amount of $1,098.69.
Chairman John D. Christy publicly thanked IT staff, naming Patricia Clancy and other team members for completing the procurement. Patricia Clancy, Director of Information Technology and Services, was identified as a point of contact during the meeting and asked to be copied on help-desk tickets related to county systems.
The agreement represents the single largest itemized 2026 initial outlay disclosed in the meeting minutes for court systems and will be administered by Information Technology and Services in coordination with court staff. The motion carried as part of the consent-style agenda; no separate roll-call tally for this motion was recorded in the minutes.
Other procurement actions earlier in the meeting included approvals for security services with Securitas and a no-cost county video program agreement with CGI Digital.
