Monroe County approves drug-treatment contracts and a $296,529 fentanyl-awareness agreement funded by opioid settlements

The Monroe County Board of Commissioners on Jan. 7 approved several service contracts intended to expand drug and alcohol treatment capacity and opioid remediation efforts, and authorized a separate Fentanyl Awareness Program paid from Opioid Settlement Funds.
Under M-2026-8 the board approved multiple Professional Services Agreements with the Carbon-Monroe-Pike Drug & Alcohol Commission: a 40-hour-per-week case management services agreement for $91,834 for Jan. 1–Dec. 31, 2026; an additional eight hours every other week of case management at the Pre-Trial Services Office for $11,965; drug and alcohol treatment and case management services to inmates at the Monroe County Correctional Facility for $91,282 (paid in monthly installments); and $83,385 to fund a drug and alcohol recovery support specialist to lead local opioid remediation efforts (to be paid from Opioid Settlement Funds).
The board also approved M-2026-10 to contract with KUDU Creative for a Fentanyl Awareness Program totaling $296,529.30, to be paid from Opioid Settlement Funds for the term Jan. 1–Dec. 31, 2026. Chairman John D. Christy explained the agreements and the assistance the Carbon-Monroe-Pike Drug & Alcohol Commission will provide to the court system. Contract payments are structured as monthly installments where specified.
Commissioners recorded that the services are intended to support assessments, treatment referrals and local opioid remediation; the contracts specify periods of performance and payment amounts. Implementation responsibility was described as belonging to the Drug and Alcohol Commission and relevant county offices.
