County staff outline planned acquisition of Blue Bell mining claim to adjust Rosalie parcel entitlement

Summit County staff told the Open Space Advisory Council on March 5 they expect to acquire the Blue Bell, a 5‑acre mining claim in the Snake River Basin, using the parcel assemblage provisions of the county Land Use and Development Code.
Jessica Forsyth said the Parcel Assemblage regulations permit additional structure size on a developed back‑country (BC) zoned mining claim when the undeveloped parcel’s title transfers to the county. In this case, the acquisition would allow the adjacent Rosalie parcel, which already contains a 1,050‑square‑foot single‑family home, to add 250 square feet of structure size under BC zoning limits.
OSAC members asked about potential contamination from historical mining. Staff said they reviewed available information, conducted a site visit and considered a basin‑scale Phase 1 completed in 2003; using that information staff felt reasonably confident that while contaminated water flows across the Blue Bell, the contamination was not sourced from the property. OSAC had no substantive objections to pursuing the acquisition.
Next steps will follow land‑use procedures for parcel assemblage and title transfer; staff indicated they would continue due diligence and report back to OSAC as required.
