OSAC backs alternating-use days for Aspen Alley; Breckenridge Town Council rejects restrictions
Summary
OSAC narrowly recommended alternating hiker and biker days for Aspen Alley during a three-week fall foliage period, but the Breckenridge Town Council voted 6–1 against any restrictions and prefers increased staffing and communications.
The Summit County Open Space Advisory Council voted 5–2 on Aug. 12, 2025, to recommend alternating user days for Aspen Alley during the three-week peak fall foliage period as a short-term measure to reduce user conflict and safety concerns.
OST staff presented three options: (1) alternate user days between hikers and bikers during the peak period; (2) implement daily time-of-day bike closures; or (3) keep the trail multi-use and focus on education, signage and increased staff presence. OSAC members discussed practical enforcement, displacement effects (pushing hikers to other days or trails), and whether time-of-day closures would be more practical.
Duke Barlow of the Town of Breckenridge reported that Town Council voted 6–1 against any use restrictions, preferring increased staff presence, messaging campaigns and signage (including VMS and "Be Like Breck" ads). OSAC asked staff to share its alternating-days recommendation with the Board of County Commissioners for further consideration.
Members noted tradeoffs: alternating days can reduce conflict but may displace large numbers of hikers to other days; physical barriers risk creating pinch points and erosion; and short trial periods may not allow the public enough time to adjust. Staff will return with implementation details if the Board of County Commissioners directs follow-up.
Outcome: OSAC recommended alternating user days (5–2 vote); the Town of Breckenridge opposed restrictions (Town vote 6–1).
