Coatesville to join PA DCED pilot technical-assistance program to prepare for a city strategic plan

The City of Coatesville will participate in a Pennsylvania Department of Community and Economic Development pilot program intended to help communities prepare for strategic planning, Council agreed on Jan. 12.
Isabella Fiume, a local government planning specialist with DCED’s Governor’s Center for Local Government Services, presented the Community Planning Technical Assistance Program (CTAP), a winter pilot that aims to deliver pre‑strategic planning work such as stakeholder steering-committee meetings, a community profile built from census and demographic data, a residents’ survey and an implementation milestone chart. The engagement is expected to last roughly six to seven months and may include facilitation to help the city develop an RFP for a consultant if the city chooses to pursue a full strategic plan.
City Manager Mr. Logan and staff framed the CTAP work as building on previous planning support the city received (the Strategic Management Planning Program/EIP work completed in 2021) and said the assistance could help the city prioritize projects and broaden consensus across wards and stakeholders. Council authorized the City Manager to execute the letter of understanding required for participation in the Technical Assistance to Sustain Municipal Services Program, enabling DCED to begin the CTAP work with a steering committee that will include city liaisons and invited stakeholder organizations.
Why it matters: CTAP provides no‑cost state technical assistance to help Coatesville prepare strategic-level recommendations and implementation steps; the deliverables are designed to support later procurement of consultants and to unify priorities across the city.
What’s next: Staff and DCED will identify up to 12 steering-committee members, schedule monthly meetings, produce a community profile and survey and deliver a final set of recommendations and an implementation timeline.
