Ephrata committee backs conditional alcohol permits for Rec Center and Mainspring events pending permits and insurance

The Development Activities Committee reviewed multiple requests to serve alcohol at community events and recommended conditional approval to Borough Council.
Rick Wagner, executive director of the Ephrata Rec Center, requested permission for alcohol service (no sales) at the Clare Point Derby fundraiser scheduled for Nov. 14, 2026. The Committee will recommend conditional approval contingent on the Borough's receipt of a Pennsylvania Liquor Control Board special occasion permit and a certificate of insurance naming the Borough as an additional insured; the item will be placed on the consent agenda.
Mainspring of Ephrata sought permission to serve alcohol at four First Saturday events (June, July, August, September 2026; July event on Friday, July 3) and at four 4th Wednesday Happy Hour events (May—August 2026). Joy Ashley of Mainspring discussed the events with the Committee. For both sets of Mainspring events the Committee will recommend approval conditioned on a certificate of insurance naming the Borough as an additional insured, an incident support plan approved by Emergency Management, and a PLCB special occasion permit; those items will also appear on the consent agenda.
