Ephrata committee recommends conditional approvals and forwards stormwater and recording matters to council and staff

At its Feb. 9 meeting the Development Activities Committee reviewed several subdivision and land‑development items and recorded recommendations or next steps to advance each item.
The committee will recommend conditional approval of the Final Subdivision, Lot Consolidation and Land Development Plan for 839 South State Street (plan dated Nov. 7, 2025, prepared by RGS Associates). The recommendation includes waivers/modifications such as a Preliminary Land Development Plan waiver under Section 281‑14 and a Conveyance Pipe Diameter modification under Section 275‑307.B(1)(A)[4], and is conditioned on the applicant addressing comments in HRG’s Dec. 10, 2025 letter and Lancaster County Planning’s Dec. 8, 2025 review.
The committee also reviewed and will recommend conditional approval of the Final Lot Consolidation Plan for Overlook Estates (dated Nov. 17, 2025, prepared by Landworks Civil Design, LLC), subject to addressing HRG’s Dec. 12, 2025 comments and Lancaster County Planning’s Jan. 5, 2026 review.
For 100 East Pine Street the committee reviewed both a Subdivision and Land Development Agreement and a Stormwater Operation and Maintenance Agreement and will recommend that Borough Council authorize the President of Borough Council and Borough Secretary to execute the agreements with developer Landon Weaver.
Separately, the committee reviewed a draft letter to the Lancaster County Recorder of Deeds reporting that Valley View Capital, LLC’s approved minor subdivision plan for 355 East Fulton Street remains active but was not recorded within the required 90‑day period; the committee will recommend that Borough Council authorize the Borough Council President to sign the letter to the Recorder.
In other business the committee noted that the Zoning Hearing Board granted a special exception for a 49‑foot maximum building height at 1300 West Main Street (no further action required) and discussed four February Zoning Hearing Board applications ranging from conversions to new single‑family dwellings. The committee also reviewed 4th quarter 2025 budget items under its purview with no further action required.
