Motion to award pavilion site plans withdrawn as county reviews OHM Advisors farmers market RFP proposal

At the Jan. 24, 2024 special meeting, the Spencer County Fiscal Court considered awarding site-plan work for a community events pavilion. A motion by Esq. Travis, seconded by Esq. Pharris, to award site plans for the pavilion to Steve Emly for evaluation and planning not to exceed $30,000 was withdrawn and no action was taken.

The meeting packet includes a December 18, 2023 proposal from OHM Advisors (signed by Steve Emly, PE) offering to develop a Request for Proposal (RFP) package for a Farmers Market & Community Center on a recently acquired 5-acre tract adjacent to Country Mart. OHM’s scope in the letter includes development of an RFP for a design-build procurement, conceptual site plan and renderings, geotechnical evaluation (12 borings), cost estimates, and assistance with procurement protocols. OHM proposes to perform the work on an hourly basis with a contract ceiling of $30,000 and anticipates approximately a 60-day timeline for the RFP deliverable.

The OHM letter lists exclusions including land survey (ALTA/boundary/topographic), detailed design/construction plans, zoning/re-zoning applications, and construction permitting. The letter asks Spencer County to provide a single point of contact and coordination with adjacent landowners (Country Mart and Wayne Sweasy are named). The minutes record that the motion to award site-plan work was withdrawn and no county contract was authorized at that meeting.

The court did not take further action on the pavilion/RFP item at this meeting.
