Spencer County Fiscal Court on Feb. 5 voted to accept a 0% interest, 10-year loan of $330,000 from Salt River Electric to support construction of a new county animal shelter.
The resolution approved by the court states Salt River Electric will provide the $330,000 loan and that the county will use the designated land and the newly constructed facility as collateral. The resolution further commits the county to project oversight through the building committee and to regular progress reporting.
Esq. Cotton moved to approve the loan-resolution; Esq. Stump seconded and the motion passed on a unanimous voice vote. Judge Travis then moved to send the Department for Local Government the required notice of intent to borrow; the motion was seconded by Esq. Cotton and approved.
An award letter to WPC Company, Inc. for construction work (the letter lists a contract value of $528,955 and an expected completion window of 15 weeks after signing) was entered into the record; the transcript records that no action was taken on the contract at the meeting. County counsel said he would discuss the city–county interlocal agreement language with the city attorney before any final contract or interlocal agreement is executed.
