Spencer County to seek new jail housing terms after Shelby County raises per-diem to $50

A Feb. 27, 2024 letter from the Shelby County Detention Center notified Spencer County officials that Shelby County would increase its per-diem housing fee from $35 to $50 per inmate effective July 1, 2024. The letter was read into the record during the March 4 Fiscal Court meeting.
Spencer County Jailer Darrell Herndon delivered the notice to the court. In response, the court passed a motion authorizing the county judge, the jailer, the sheriff and the county attorney to negotiate inmate-housing terms with Bullitt, Nelson and other counties as needed. The motion was made by Esq. Cotton and seconded by Esq. Pharris and recorded as approved by voice vote.
The per-diem increase was presented as an operational cost pressure for the county's corrections budget; no contract terms, alternative rates, or projected fiscal impact were included in the meeting minutes. The court’s authorization allows county officials to pursue rates and terms elsewhere and report back to fiscal court for further action.
The Shelby County letter is the direct source for the $50-per-diem amount and effective date; the Spencer County minutes record the court’s direction to negotiate but do not include an immediate decision to move inmates elsewhere.
