Judge Executive Scott Travis presented a Hagan Engineering proposal priced at $16,500 that covers a field survey, preliminary layouts, civil construction plans and permitting support, including a Stormwater Pollution Prevention Plan and hydraulic storm analysis. The court voted to proceed after Judge Travis said the county needed to move forward; the motion was seconded and approved by voice vote.
The county attorney said he continues to work with city counsel on a potential land donation tied to the Sweasy property and an 80‑foot strip needed for project access. The judge and staff said the animal shelter Division of Water work is complete and the shelter builder is prepared to begin construction once land and site matters are settled.
Next steps include Hagan completing the survey and preliminary layout for review; final design work will begin after the county approves the preliminary plan. The court did not authorize construction funding at this meeting.
