Zoning and planning: The court approved two zoning actions on motions that cited Planning & Zoning recommendations: rezoning of property at Martin Lane and Bloomfield Road for Bob and Tina Kegley (AG-1 to R-1), and rezoning of property at 2014 Hickory Ridge Road for Marvin & Lynne McIntosh and Richie Lane Shepherd (R-1 to AG-2). A larger Whitfield Lane subdivision (47.94 acres) was listed for first reading; magistrates raised concerns about whether the Planning & Zoning minutes and findings were sufficiently clear and asked that developer obligations (including bridge funding) be spelled out.
Employee benefits: The court approved the health-insurance committee recommendation to move coverage to the State health plan effective Jan. 1, 2025, raise county-paid individual coverage to $900 beginning July 1, 2024, and set county contributions to 80% for other plans effective July 1 (with qualifying-event exceptions). Court members said budget adjustments include $40,000 to cover the higher employer share.
Facilities and contracts: The court approved AOC reimbursement agreements for the Courthouse and Annex and discussed a security upgrade (key fobs/automatic locks) with a vendor bid; it also approved an Annex HVAC installation by A Total Solution for $10,677.07 and a Senior Center HVAC replacement for $21,305.61. The court approved a one-year ArchiveSocial renewal for $4,397.40 to archive agency social-media posts for open-records purposes.
Procurement and maintenance: The court accepted a Bid Rite Paving quote to sealcoat and restripe Waterford Park parking for $8,075 and authorized donating two surplus windows to Habitat for Humanity. It approved repairs to EMS unit MED4 based on a $4,203.62 estimate from Daugherty's after a split vote.
Appointments and agreements: The court appointed Duane Hume to the Flood Levee Commission (Precinct 3) and named Jan Nemes and Robert Black to the Spencer County Public Library Board of Trustees. Josh Long was appointed to the Tax Board of Assessors. The court approved a renewed contract with Shelby County Detention Center to house inmates at $36 per day, and approved placing $125,000 of opioid settlement funds into an interest-bearing CD to be chosen by the judge and treasurer.
Budget and finance: The court approved Budget Amendment #2 to add $974,782 in unbudgeted receipts to the 2023-24 budget (split $943,296 General Fund; $31,486 Road Fund) and gave first reading approval to the proposed FY2024-25 budget (total $12,082,702.63). The court also adopted an annual standing order authorizing pre-approved recurring payments for payroll, utilities and listed monthly contracts per KRS 68.275(3).
Votes and procedural notes: Where votes were recorded, motions generally passed by voice vote with "all members present voting 'aye'" language; a few motions recorded dissenting votes (for example, the levee commission appointment passed with one magistrate voting nay). Several motions lacked individual roll-call tallies in the minutes; the court asked staff to circulate supporting documents and follow up on funding sources before final approvals when appropriate.
Next steps: County staff will circulate planning documents and proposed policy changes (for example, an updated animal-shelter euthanasia policy and nuisance-mowing procedures) for review at future meetings.
