Spencer County votes to remain in state medical-cannabis lottery and bans fireworks on county property

Following an executive session on real-property deliberations, Spencer County Fiscal Court adopted two immediate policy actions at the June 17 meeting.
The court returned from executive session at about 9:27 p.m. and approved a motion to prohibit fireworks on county property except those approved by the Judge-Executive and the Fire Chief. The motion passed on a 6–0 voice vote (motion: Mike Stump; second: Zach Cotton). County leadership cited public-safety concerns and the need for a permit process.
The court also voted to remain in the state medical-cannabis dispensary lottery. Judge Travis explained that absent local action before July 1, 2024, dispensaries could locate in counties through a statewide allocation and a Kentucky Lottery drawing that determines county recipients. The motion to remain in the lottery was made by Will Eldridge, seconded by Zach Cotton, and passed on a 5–1 voice vote; Magistrate Mike Stump recorded the opposition.
The meeting record shows the court conducted the executive session under KRS 61.810(1)(b), and minutes indicate no decisions were made while in executive session; the subsequent votes were taken in open session. The motions are procedural steps: the fireworks ban establishes immediate limits on county property, and remaining in the lottery preserves the county’s opportunity to host a medical-cannabis dispensary if selected by the state process.
