Spencer County approves new Zoll cardiac monitor for EMS on three‑year, 0% financing after split vote

Spencer County’s EMS director requested court approval on Aug. 19 to buy a new Zoll cardiac monitor/defibrillator for the county’s expanding ambulance fleet. The vendor quote put a new unit at $51,755 or a refurbished unit at $44,123.25; the court approved the new unit under a three‑year, 0% payment plan.
Director Chris Limpp said the county needs a monitor for an additional ambulance and that all county ambulances are licensed as ALS, so each vehicle must be equipped to meet ALS standards. Magistrates asked whether equipment could be shared between vehicles during breakdowns and whether buying new monitors now would avoid later compatibility costs. Limpp said the current configuration requires each ambulance to be fully outfitted and that he expected further equipment purchases but believed this would be the last large expenditure beyond power cots.
Esq. Stump and Esq. Eldridge voted no, expressing concern about purchasing a new monitor rather than using interchangeable equipment or refurbished units. A majority—Esq. Pharris, Judge Scott Travis, Esq. Jim Travis and Esq. Cotton—voted yes. The clerk recorded four ayes and two nays; the motion carried.
The court also approved spending a separate EMS block grant ($9,948.85) for training materials, as requested by EMS staff. The Zoll quote, payment schedule and contract terms were to be finalized through the county’s normal purchase‑order process.
