Summary
Fiscal Court approved a KYTC FLEX resurfacing package totaling $148,591, a $277,000 CPPP (FD14) program agreement, and multiple local paving projects including Mitchell Lane ($44,270.28) and Industrial Drive (not to exceed $35,000).
Spencer County Fiscal Court on Aug. 5 approved several road funding measures and local paving projects, consolidating state flex funds with county priorities and authorizing local blacktop and resurfacing work.
The court voted to execute the FY25 Kentucky Transportation Cabinet (KYTC) FLEX agreement for $148,591 to resurface six short roads (Andrew Court; Evelyn Drive; Paul Avenue; PJ Court; Stevens Court; Valerie Court). Magistrate Esq. Pharris made the motion and it carried by unanimous voice vote.
The court also approved a revised CPPP (FD14) agreement totaling $277,000 to replace previously proposed discretionary funds. Judge Travis said the legislature decides allocations to the program and that the county would use the funding for prioritized projects. The court recorded the CPPP resolution on file in the Judge Executive’s office.
Locally funded paving actions included a $44,270.28 paving of the end of Mitchell Lane and a separately approved project to blacktop and restripe Industrial Drive (including pothole repairs at the EMS building) with a not-to-exceed cap of $35,000 after an amended motion. Love Lane and Max Rouse Road patching was approved not to exceed $10,000; Judge Travis abstained from that vote because he disclosed he lives on those roads.
Motion details and votes were recorded in the minutes; most motions passed by unanimous voice vote. Motion text, funding sources, and agreements are filed with the County Judge Executive’s office.
