Spencer County adopts Vision Zero resolution to pursue SS4A planning

Spencer County Fiscal Court voted unanimously Sept. 4 to adopt a Vision Zero resolution that establishes a community goal of working toward zero traffic fatalities and serious injuries by 2050 and to pursue planning assistance through the U.S. DOT-funded Safe Streets and Roads for All (SS4A) program.
The resolution notes Spencer County’s recorded deaths and serious injuries from traffic crashes between 2018 and 2022 and cites an economic impact estimate included in staff materials. The court authorized participation in a planning grant through SS4A and coordination with the Kentuckiana Regional Planning and Development Agency (KIPDA) to develop a safety action plan analyzing conditions, historical trends and project priorities to seek future implementation grants.
Magistrate Esq. Cotton moved adoption; Esq. Pharris seconded the motion. The resolution notes that a safety action plan is an eligibility requirement for SS4A implementation grants and expresses community commitment to the Vision Zero goal.
What happens next: County staff will coordinate with KIPDA on plan development and community engagement; the plan is intended to identify projects and strategies that could qualify for future implementation funding.
