Spencer County OKs $50,000 facilities plan, authorizes appraisals and starts talks to buy Top Flight sewer plant

Spencer County Fiscal Court voted Aug. 5 to authorize a $50,000 facilities plan to guide future wastewater service and to engage two appraisal firms for the Top Flight sewer plant as part of broader steps to expand sewer capacity.
County Judge-Executive Scott Travis told the court that the Division of Water wants an updated plan and that HMB Engineering could complete the facilities plan for $50,000, a cost the judge said would be reimbursed by Kentucky Infrastructure Authority (KIA). "It cost $50,000 to get a new plan done and HMB could do it for them," Travis said. The court voted to release HMB to begin the work.
At a July 16 special joint meeting of the Sanitation District and Fiscal Court, SCSD Chair Bill Drury and HMB engineer David Brown reviewed a feasibility study and urged moving next to the facilities plan. Brown told directors he had received limited cooperation from the City of Taylorsville on wastewater expansion, saying the city’s hesitation could limit county sewer expansion. "My concern is that the city does not want to expand their wastewater service and their lack of cooperation and vision would limit or harm future expansion plans for the residents of Spencer County," Brown said; the SCSD motioned to let HMB proceed and the Fiscal Court later ratified that direction.
The court also voted to engage Baumgardner & Associates, PSC and Bluegrass Valuations Group, LLC to produce appraisals for the Top Flight plant. Bill Drury told the board that the sale of Top Flight had not been finalized and that purchasing the existing system could provide revenue and an effluent stream to seed a larger treatment plant, reducing the long-term financing burden.
Court members emphasized the need for clear procurement and financing steps before any purchase. County Attorney Corey Thomas left the room at one point during discussion to avoid a potential conflict of interest, and the court approved the HMB agreement and the appraisal contracts by voice vote with all present voting "aye." The July 16 special meeting minutes record that the SCSD approved entering negotiations to purchase Top Flight if feasible.
Next steps: HMB will begin the facilities plan; the appraisers will value Top Flight; and the Sanitation District and Fiscal Court said they will negotiate further if the appraisal and legal review support acquisition.
The motion to authorize the facilities plan and the appraisal contracts were recorded in the court’s minutes and are on file in the County Judge Executive’s office.
