Spencer County Fiscal Court approves invoices and transfers, hears animal-shelter billing concerns

Spencer County Fiscal Court approved the list of invoices, bills and transfers presented at its Jan. 9 meeting and heard related operational updates.
The meeting packet included the county-wide invoice register; the minutes record "122 Invoice Items Listed" with a total of $56,753.62. The invoices cover multiple county funds (General, Road, Jail, utilities and others) and include line items for: vendor services, vehicle maintenance, fuel, EOC and parks equipment, janitorial contracts, engineering and other routine county expenses.
Victoria, identified in the minutes as an animal-shelter representative, and a Ms. Shelburne discussed shelter charges and invoicing. Ms. Shelburne noted a billing arrangement in place with Elk Creek and said individual animals now have separate invoice numbers to reflect discounts. Court members requested that shelter staff return on the agenda for a fuller discussion of the items the court could not address at the time.
The court introduced a smoke-detector ordinance for future consideration; the minutes list the item but do not include ordinance text. Judge Travis later moved the court into an executive session under KRS 61.810(1)(f) at 10:39 a.m. for personnel matters and the court recorded upon exit that no decisions were made. The court adjourned at 11:34 a.m.
