Simpson County Fiscal Court approves pay raises, road projects and FEMA safe-room design; funds transfers and claims signed

County Judge Executive Mason Barnes presided as the court approved Resolution No. 2024-07-02EMP to apply a 3.4% cost-of-living payroll adjustment effective with the first July payroll and approved Resolution No. 2024-07-02EMP-FSFR to apply a 3.4% hourly increase for Firefighter Shawn Gregory while he is on workers'compensation. The payroll resolution was moved by Magistrate Marty Chandler and seconded by Magistrate Myron Thurman; the firefighter resolution was moved by Magistrate Scott Poston and seconded by Thurman. Both measures passed unanimously.
The court authorized a contract with the Barren River Area Development District (BRADD) to implement FEMA Hazard Mitigation Grant Program Project #HMGP 4497-0011-R for the Simpson County Community Safe Room Phase 1 (design only) to be located at Franklin'Simpson Community Park. Magistrate Marty Chandler moved and Magistrate Jeffrey Burr seconded approval; the motion passed unanimously.
Infrastructure actions included approval to replace the Robey Bethel Grove Road (CR 1300) culvert (budgeted at $200,000) and authorization to apply for Rural Secondary 80/20 Bridge Program funding with an estimated project cost of $140,000. The court also authorized using flex funds to resurface Lake Spring Road (CR-1149) at an estimated $104,834 and Barnes School Road (CR-1013) at an estimated $140,438.
The court approved an amended 2024 Simpson County Sheriff's budget totaling $3,299,284 and affirmed the sheriff's annual order setting maximum salaries for deputies and assistants. The minutes show several budget transfers (detailed in the record) and a cash transfer of $11,876.96 from the Federal Grant Fund to the General Fund. The court approved bills and claims including payroll totals recorded in the minutes.
Judge Barnes announced county offices would be closed July 4 for Independence Day, noted a downtown Franklin parade at 10:00 a.m. on July 4, and publicized a ribbon-cutting July 11 for the Hoy Walking Trail. The minutes also record a recommendation from Industrial Authority Attorney Buddy Leach that future interlocal agreements be reviewed by the Kentucky Department for Local Government.
